ONBOARD EQUIPMENT (CLOE)
J.N. Corporation has developed an unique product that for the first time integrates
provisioning and procurement information with pictures to provide a single
document for procurement, supply support, maintenance, and management. The
product is the Consolidated List of Onboard Equipment (CLOE) which has gained
wide interest with small navies around the world as well as NAVSEA.
Its usefulness is greatly expanded when it is used as a management document to aid in repairs and track the configuration of small craft such as the various crafts provided by the Navy under the Foreign Military Sales Program. The Navy manager who has a copy of the CLOE for a specific craft can quickly and accurately assess the problems of a particular onboard system with maintenance personnel, even from across the ocean.
The CLOE breaks down every shipboard system and equipment into a picture of the system/equipment and furnishes all the supply data for the parts identified in the pictures. The CLOE has more features including allowance parts lists (APL) for supply system items as well as commercial items. In addition to the features described, we provide a complete listing of FSCM/CAGE codes that identify manufacturers, alternate suppliers, points of contact, addresses, and telephone numbers. We also provide COSAL Indexes A and B, and cross reference tables from NSN to part number, and part number to NSN. We also develop a shipboard allowance, same as the COSAL, but we can tailor it based upon operating parameters of the navy.
We will engage an estimated operating parameter for allowance computations. Firm allowance data will require additional information. The Parts List will identify the repairable and supportable parts only. However, the Parts List will serve as a basis to develop firm allowance documentation, such as the CLOE, once definite operating parameters are established.
The CLOE is a complete reference that is currently being prepared for the new patrol crafts under construction for Colombia at Bender Shipbuilding and Repair, Co., Inc and for the Naval Forces of the El Salvador under contract with the Naval Supply Systems Command. We have the expertise, people, equipment, facilities, and contacts to develop a CLOE specifically tailored for any type of craft.
In the absence of a COSAL for the Craft, the CLOE is an excellent product that not only replaces the COSAL but improves on it with many more useful features. Also, COSALs are not always met with much enthusiasm in some foreign countries. But the CLOE will fill the need for strict configuration control, identification of supply data, and it provides a platform that every function can talk from including training, maintenance, operations, and management.
